Srimad Valmiki Ramayana
राक्षसेन्द्रस्तु तैः सार्धं मन्त्रिभिर्भीमविक्रमैः ।
समर्थयामास तदा रामकार्यविनिश्चयम् ॥६-३२-४१॥
rākṣasendrastu taiḥ sārdhaṃ mantribhirbhīmavikramaiḥ |
samarthayāmāsa tadā rāmakāryaviniścayam ॥6-32-41॥
Translation
The Lord of Rakshasas then deliberated with those ministers of terrible prowess regarding the decision on the action to be taken against Shri Rama.

राक्षसराज (रावण) ने उन भयानक पराक्रमी मंत्रियों के साथ मिलकर, श्री राम के विषय में किए जाने वाले कार्य (युद्ध) का निश्चय किया।
English Commentary
Back to realpolitik. Ravana consults his cabinet, described as bhimavikramaih (of terrifying valor). They finalize the strategy (vinishchayam) concerning Shri Rama. The focus shifts from psychological torture of a captive to the defense of the realm against an invasion.

रावण 'भीमविक्रमैः' (भयानक पराक्रमी) मंत्रियों के साथ मंत्रणा करता है। विषय है 'श्री राम-कार्य-विनिश्चयम्' (श्री राम के प्रति क्या करना है, इसका निर्णय)। अब मायाजाल का समय समाप्त हो गया है, और प्रत्यक्ष युद्ध (Direct Action) का समय आ गया है।
