वर्जयन्नगराभ्याशंस्तथा जनपदानपि ।
सागरौघनिभं भीमं तद्वानरबलं महत् ॥६-४-४०॥
varjayannagarābhyāśaṃstathā janapadānapi । sāgaraughanibhaṃ bhīmaṃ tadvānarabalaṃ mahat ॥6-4-40॥
Translation
...avoiding the vicinity of cities and also the populated districts (Janapadas), that huge and terrible monkey army, resembling the ocean's flood, (marched on).
हिंदी अनुवाद
...नगरों के समीपवर्ती स्थानों और जनपदों (गाँवों) को छोड़ते हुए (बचाते हुए), वह सागर के प्रवाह जैसी भयानक और विशाल वानर सेना (चल रही थी)।
English Commentary
Rules of Engagement (RoE). A crucial ethical detail. Shri Rama orders the army to bypass ('varjayan') civilian centers ('nagara' and 'janapada') to prevent looting or collateral damage. This distinguishes a Dharmic war from a barbarian invasion. Even in urgency, Shri Rama protects the rights of the common citizens.

युद्ध के नियम (Rules of Engagement)। श्री राम का स्पष्ट आदेश था कि सेना 'नगरों और जनपदों' (Civilian areas) से दूर रहे ताकि आम जनता को कष्ट न हो। इतनी बड़ी सेना यदि शहरों से गुजरती तो तबाही मच जाती। श्री राम का यह 'धर्म' उन्हें एक आदर्श राजा सिद्ध करता है।
