उपप्रदानं सान्त्वं वा भेदं काले च विक्रमम् ।
योगं च रक्षसां श्रेष्ठ तावुभौ च नयानयौ ॥६-६३-११॥
upapradānaṃ sāntvaṃ vā bhedaṃ kāle ca vikramam |
yogaṃ ca rākṣasāṃ śreṣṭha tāvubhau ca nayānayau ॥6-63-11॥
Translation
O Best of Rakshasas! Gift, conciliation, dissension, and prowess (punishment) at the right time—the combination of these, and both policy and impolicy—(he who knows these acts wisely).
हिंदी अनुवाद
हे राक्षसश्रेष्ठ! दान, साम, भेद और समय पर पराक्रम (दंड)—इनका योग तथा नीति और अनीति—इन दोनों को (जो जानता है, वही राजा है)।
English Commentary
The four Upayas (conciliation, gift, dissension, force) are pillars of politics. Ravana chose the path of 'Vikrama' (force/war) directly without trying other means, which constitutes 'Aniti' (bad policy).

चार उपाय (साम, दाम, दंड, भेद) राजनीति के स्तंभ हैं। रावण ने बिना अन्य उपायों का प्रयोग किए सीधे 'विक्रम' (युद्ध/दंड) का मार्ग चुना, जो 'अनीति' है।
