यथागमं च यो राजा समयं विचिकीर्षति ।
बुध्यते सचिवान् बुद्ध्या सुहृदश्चानुपश्यति ॥६-६३-८॥
yathāgamaṃ ca yo rājā samayaṃ vicikīrṣati |
budhyate sacivān buddhyā suhṛdaścānupaśyati ॥6-63-8॥
Translation
The king who wishes to act according to scriptures, and who understands his ministers and recognizes his friends through his intellect (is successful).
हिंदी अनुवाद
जो राजा शास्त्र (आगम) के अनुसार कार्य करना चाहता है, तथा अपनी बुद्धि से मंत्रियों और मित्रों को (सही रूप में) पहचानता है, (वही सफल होता है)।
English Commentary
Knowledge of scriptures and the ability to judge character are essential for successful rule. Ravana followed neither the scriptures nor distinguished between his true well-wishers (like Vibhishana) and sycophants.

सफल शासन के लिए शास्त्रों का ज्ञान और लोगों की परख आवश्यक है। रावण ने न तो धर्मशास्त्र का पालन किया और न ही अपने सच्चे हितैषी (विभीषण) और खुशामद करने वाले शत्रुओं में भेद किया।
