Srimad Valmiki Ramayana
द्विषत्पक्षविज्ञाय नीतिबाह्यास्त्वबुद्धयः ।
अविज्ञायात्मपक्षं च राजानं भीषयन्ति हि ॥६-७-२॥
dviṣatpakṣavijñāya nītibāhyāstvabuddhayaḥ । avijñāyātmapakṣaṃ ca rājānaṃ bhīṣayanti hi ॥6-7-2॥
Translation
Those foolish ones, devoid of political wisdom/ethics, without knowing the enemy's side and without understanding their own side, emboldened the king (implying they mislead him by hiding fear).
हिंदी अनुवाद
(वे मंत्री जो) नीति से बाह्य (अनभिज्ञ) और बुद्धिहीन थे, शत्रु पक्ष (के बल) को जाने बिना और अपने पक्ष (की कमियों) को समझे बिना, राजा को (झूठी बातों से) भयभीत नहीं करते (बल्कि उत्तेजित करते हैं)।
English Commentary
Valmiki's editorial comment is scathing. He labels the ministers as 'nitibahya' (outside the pale of policy/wisdom) and 'abuddhayah' (unintelligent). True counsel requires accurate intelligence on the enemy ('dvisatpaksha') and oneself ('atmapaksha'). By ignoring reality, they set Ravana up for failure. This verse serves as a warning against surrounded oneself with fools.

वाल्मीकि जी यहाँ टिप्पणी करते हैं कि ये राक्षस 'नीतिबाह्याः' (नीति विहीन) और 'अबुद्धयः' (मूर्ख) हैं। सच्ची सलाह देने के लिए SWOT Analysis (शत्रु और अपनी ताकत/कमजोरी का ज्ञान) आवश्यक है। लेकिन ये मंत्री बिना तथ्यों के रावण को चने के झाड़ पर चढ़ा रहे हैं। यह 'विनाश काले विपरीत बुद्धि' का उदाहरण है।
