Srimad Valmiki Ramayana
अयुध्यमानं प्रच्छन्नं प्राञ्जलिं शरणागतम् ।
पलायन्तं प्रमत्तं वा न त्वं हन्तुमिहार्हसि ॥६-८०-३९॥
ayudhyamānaṃ pracchannaṃ prāñjaliṃ śaraṇāgatam |
palāyantaṃ pramattaṃ vā na tvaṃ hantumihārhasi ॥6-80-39॥
Translation
It is not proper for you to kill one who is not fighting, who is in hiding, who has folded hands, who has sought refuge, who is fleeing, or who is intoxicated/inattentive.
हिंदी अनुवाद
जो युद्ध न कर रहा हो, जो छिपा हुआ हो, जो हाथ जोड़े (शरण में) हो, जो शरण में आया हो, जो भाग रहा हो या जो असावधान हो, उसका वध करना (इस युद्ध में) उचित नहीं है।
English Commentary
Shri Rama here re-establishes the rules of 'Dharmayuddha' (Rules of Engagement). Using the Brahmastra would have killed the women, children, and elderly of Lanka, which would be adharma. Shri Rama clarifies the conditions under which a warrior must not strike. This teaching remains highly relevant to modern War Ethics. Possessing power is not enough; its just application is essential.

श्री राम यहाँ 'धर्मयुद्ध' के नियमों (Rules of Engagement) को पुनः स्थापित करते हैं। ब्रह्मास्त्र के प्रयोग से लंका की स्त्रियाँ, बच्चे और वृद्ध भी मारे जाते, जो कि अधर्म होता। श्री राम स्पष्ट करते हैं कि वीर को किन परिस्थितियों में शस्त्र नहीं उठाना चाहिए। यह उपदेश आज के युग में भी युद्ध-नीति (War Ethics) के लिए अत्यंत प्रासंगिक है। शक्ति का होना पर्याप्त नहीं है, उसका न्यायपूर्ण प्रयोग आवश्यक है।
