Srimad Valmiki Ramayana
अपि उपायैस् त्रिभिस् तात यो अर्थः प्राप्तुम् न शक्यते ।
तस्य विक्रम कालाम्स् तान् युक्तान् आहुर् मनीषिणः ॥६-९-८॥
apyupāyaistribhistāta yo'rthaḥ prāptuṃ na śakyate । tasya vikramakālāṃstān yuktānāhurmanīṣiṇaḥ ॥6-9-8॥
Translation
'O dear one! Wise men declare that only for an objective which cannot be achieved by the three stratagems (conciliation, bribery, dissension), is the time for valor/force (Danda) appropriate.'
हिंदी अनुवाद
'हे तात! जो प्रयोजन (अर्थ) तीन उपायों (साम, दाम, भेद) से प्राप्त नहीं किया जा सकता, केवल उसी के लिए मनीषी (बुद्धिमान) लोग पराक्रम (दण्ड/युद्ध) के काल को उपयुक्त बताते हैं।'
English Commentary
Policy of Deterrence. Vibhishana quotes the standard doctrine of 'Sama, Dama, Bheda, Danda'. Force ('Vikrama') is the last resort when diplomacy fails. He argues that jumping to war without trying other means is strategically unsound.

राजनीति का पाठ (Lesson in Statecraft)। विभीषण 'नीति शास्त्र' का हवाला देते हैं। युद्ध (दण्ड) अंतिम विकल्प है, पहला नहीं। पहले साम (बातचीत), दाम (धन) और भेद (फूट) का प्रयोग होना चाहिए। सीधे युद्ध की बात करना मूर्खता है।
